The City's Conservation of Built Heritage Community Improvement Plan (CIP) is intended to encourage the conservation of listed and designated heritage property. The plan effectively:
- acts as an incentive to encourage property owners to list, and designate, their property.
- provides municipal support to the conservation of the City’s built heritage resources, which when in private ownership, rely fully on private funds.
- demonstrates the City’s partnership in heritage conservation by providing some municipal support to the costs associated with ownership of a heritage property, based on the established restrictions by the City.
- acts as the continuation of a previously successful grant program (the Preservation of Built Heritage Grant Program), with necessary revisions to reflect changes in Provincial legislation, and revisions to eligibility requirements.
Conservation of Built Heritage Grant Program
Applications for 2026 grant funding closed on April 1, 2026. All applications received during this intake period are being reviewed and processed.
Background
A January 2025 staff report provides background information, policy analysis, and a review of the feedback received through the public consultation (see file #25-G-019). The report was heard by General Committee at the January 22, 2025 meeting, was referred to the March 26, 2025 Finance & Responsible Governance Committee meeting and was adopted by City Council on April 16, 2025.
Public Consultation
A public meeting was held on June 12, 2024. This meeting was livestreamed on the City’s YouTube channel. A public notice was issued on May 23, 2024 with details on the meeting.
The Draft Conservation of Built Heritage CIP was available for public review and comment leading up to the public meeting. Development Services welcomed comments and feedback on the proposed grant program; a consultation summary is included in a January 2025 staff report (see file #25-G-019).
